CMS Releases EHR Incentive Program Data

Payment adjustment, attestation, and registration data for 2015 for the CMS electronic health record (EHR) incentive programs was released by the CMS HIT Policy Committee. The data indicates the number of eligible professionals subject to payment adjustments in 2015, the active registrations as of December 2014, program payments through December 2014, and 2015 attestation data through February 1, 2015.

EHR Program

The EHR incentive program provides financial enticement to eligible professionals (EPs), eligible hospitals (EHs), and critical access hospitals (CAHs) in order to encourage the adoption and implementation of EHR technology. In order to receive the incentive payments, providers must meet the CMS definition of “meaningful use” of EHR for particular reporting periods. Providers that do not meet meaningful use in 2015 are subject to payment adjustment penalties. However, CMS indicated in the data release that it intends to stand by its announcement to shorten the 2015 reporting period from a full year to 90 days.

Payment Adjustment

According to the CMS data, 256,000 EPs are currently subject to payment adjustments in 2015. Specifically, 87,000 EPs are subject to a payment adjustment in the $1 to $250 range; 55,000 EPs are subject to a payment adjustment in the $250 to $1000 range; 36,000 EPs are subject to a payment adjustment in the $1000 to $2000 range; and 78,000 EPs are subject to a payment adjustment in the $2000 and higher range.

Registration and Payment

Active registrations in the EHR Medicare and Medicaid incentive program, to date, total 514,051. Of those registrations, 339,991 are Medicare EPs, 169,259 are Medicaid EPs, and 4,801 are hospitals. Total program payments, to date, amount to $28.1 billion. Of those total payments, $6.86 billion was paid to Medicare EPs, $3.44 billion to Medicaid EPs, and $17.4 billion to EHs and CAHs.

Attestation

The number of EPs successfully attested for 2014 through February 1, 2015, is 127,815. The number of new EP participants in their first program year is 25,312. A total of 91,033 EPs have attested to stage 1; 36,782 have attested to stage 2; and 71,519 are scheduled to attest to stage 2 for program year three and beyond. There are a total of 4,090 hospital attestations for 2014. Of those attestations, 304 are new participants, 2,275 have attested to stage 1, an additional 1,815 have attested to stage 2, and 2,389 are scheduled to attest to stage 2 for program year three and beyond.

EH Data

The CMS data release also includes specific information as to how attesting hospitals performed in relation to program measure thresholds and in relation to one another. For each measure, even the lowest quarter of EHs was above the measure’s compliance threshold. The EH data include measures for recording demographic or vital information, electronic notes, and ePrescribing.
